[Bug] Setting a default branch name other than 'main' causes 422 Errors

ISSUE

When creating new repositories, with branch names [production, non-production, development], and setting the default_branch = "production", there are 422 errors.

Terraform:

I'll second this. The apply failed creating these 2 repos with similar branches - https://github.com/foci-github-foundations/organizations/pull/188/files#diff-3040783b0787b0c186cf3871adbcd9edad79f8d671b123bd6616f5743c757eb8.
