After executing "openspec init", no initialization command was performed, and there is no "Commands" folder under the ".claude" directory.

4. Select "Claude Code" by pressing the Space key.

This is intended default behavior for Claude code.

Claude code treats skills and commands the same exact way, there's no difference. There's no point in installing them twice for claude code.
