Improve description of RDB$NULL_FLAG in system tables

Current description is

The flag indicating whether NULL is allowable

which is technically correct but because value 1 in this field means NOT NULL, perhaps better description would be

The flag indicating whether NULL is not allowable

I'll probably rephrase it to explicitly state what its values mean.
