New versions are not published on npm

#455 was made by @leoortizz to bump version to 11.9. Unfortunately, workflows publishing new version is not working (ex. https://github.com/FirebaseExtended/firebase-framework-tools/actions/runs/20379034226/job/58565081503). npm latest release is still firebase-frameworks@0.11.8.
