Make `~/.foc-devnet` directory configurable.

It is not necessary that base dir can always be ~/foc-devnet. This is because of curio's disk requirements among other things.

This directory should be configurable via a environment variable $FOC_DEVNET_BASEDIR which allows us to use different addresses.
