Ensure pre-commit checks, semantic versioning, and angular (conventional) commits

For the repository **and** images, the following should be present and tested:

- Pre-Commit
- Python-Semantic-Release
- Angular commits for this repository
- Tools to write / validate conventional commits within the images (commitizen, pre-commit-config)
