[Feature]: Helpop - ticket creation, statuses and assigned admins #1303

Is your feature request related to a problem?
I want to better manage helpop reports from players.
Describe the solution you'd like
GUI for admins that allows to resolve helpop cases:
- clicking on helpop message would resolve helpop case
- past helpop requests
- resolve status of cases and information on which admin closed the case
Additionally user suggested:
discord hook - sent when any user on the server requests Helpop
Describe alternatives you've considered
Scripting it or using alternative plugin.
