Option to add 10s timeout for closing an inactive channel

Core Lightning on Start9 currently provides no mechanism to force-close an inactive channel. This creates a scenario where funds can remain indefinitely locked in a stalled or unresponsive channel, which is problematic from a user funds availability and safety perspective.
