Docking - change velocity limits #167

For heavy ships with not many RCS thrusters, the default table of velocities in lib_dock is not enough to decelerate in time, so ships end up overshooting waypoints, using up lots of fuel.

We could switch tables based on mass, or calculate the acceleration and therefore stopping distance using the new RCS details (e.g. see #166 )
