sample assignment checking all samples of the project

I need a new version of the step assignment script. At the moment, if some samples fail QC, the remaining samples still proceed to sequencing plate preparation. I’d like the script to check if any samples in the QC Review step, for that project, have failed (Proceed to Seqlab = false). This is particularly a problem if the user originally asked for PCR free and the whole project now becomes nano.
