Error for missing INPUT files

I just tried running the proposed spinup case and got a runtime ERROR from MOM: gen_auto_mask_table: Unable to open INPUT/ocean_topo_tx2_3v3_260305.nc
This error should come from the buildnml step so that we avoid having to wait for a job queue before learning about a job failure.
