Add physics scheme option called Multiscale Coherent Structure Parameterization (MCSP)

What is the feature/what would you like to discuss?

The WACCM group would like to add the MCSP paramterization (hopefully as a separate parameterization and not part of ZM) to better represent the effects of organized mesoscale convection.

As far as I understand @chihchen24 will do PR.

@chihchen24 - Peter thinks this is needed for the CESM3 release. Are you the one working on this? If so, I'll assign the issue to you
