Add online documentation of commands

Provide online documentation for all commands and their arguments.

For a first pass I have a branch with a script that generates markdown for the commands using the argparse.ArgumentParser object that displays the CLI help. I put the output from that command in the wiki at https://github.com/Duke-GCB/DukeDSClient/wiki/All-Commands
