Build out site: layouts, collections, scraped content

- Default/page/post layouts; head, nav, footer includes; text-based
  responsive nav with hamburger toggle on phones; native <details>
  show-more for alumni-beyond-30 and older news
- Static pages: research, resources, contact, populated from current
  site copy
- Collections defined in _config.yml: people, alumni, publications, news
- Python scraper at tools/scrape_content.py converts the legacy HTML in
  _scrape/ into Jekyll markdown with consistent frontmatter
- 8 current people, 50 alumni, 138 publications, 130 news entries
- Images mirrored under assets/images/{people,news,publications,site};
  publication PDFs reference existing AWS URLs until later migration
- Style.scss: full responsive port preserving teal/Raleway aesthetic
