Feature request: Keeping the server as a runner for the entire hour, to take more jobs an minimixe spend

Describe the solution you'd like
As Hetzner is billing by the hour, I was think that maybe it would be possible to have the runner staying up for the entire hour, and then being available for new job runs until the hour was gone.
This would be a way to maximize the output of the hour that is billed.

I know it would only work sometimes because the spawing job needs to be done with the server. But if there comes a job right after, the server would theoretically be able take this job, and no extra spend would happen.

Describe alternatives you've considered
I have not considered a solution, or if it is possible with the current setup of the package. But I would love to help with coming up with a solution, if anybody else sees this a a good feature.

@SkyspotEmil: Set the name at start and use it for your runs-on labels. Note: Instances are than persistent/reused, not ephemeral.

@FilipeNas: if you do the math, Hetzner’s hourly rate is almost always cheaper than GitHub Actions per-minute billing.

Oh yea, indeed, i thought Hetzner had a 0.10$ per VM creation, but it's not, it's the price per hour!
