auditd skips syslog.conf plugin due to errors (RHEL 9 `hipaa`)

Description of problem:

After system is hardened with hipaa profile and rebooted, auditd doesn't load syslog.conf plugin due to errors.

master

Operating System Version:

RHEL 9

Steps to Reproduce:

1. Run /scanning/boot-errors/hipaa test.

Actual Results:

auditd: Error - plugin (/etc/audit/plugins.d//syslog.conf) is active but no path given
auditd: Skipping syslog.conf plugin due to errors

Expected Results:

No error after hardening.
