Unable to create new student branch

Description

I do not have a student branch for my GitHub user name so decided to try and create one from within VS Code. When I went to publish changes, however, i got an error that security settings do not allow the creation of new branches and that I should publish to an existing branch.

Steps to Reproduce

How can we reproduce the issue?

1. Open this repo in VS Code.
2. From the status bar, choose branch.
3. Create a new branch.
4. Switch to this branch.
5. make a change somewhere and commit it.
6. Attempt publishing the commit. Publish will fail when it tries to create the new branch.

Expected Behavior

I thought that it would let me create a new branch: student/ssawczyn. Since the ability to create new branches is not enabled, I need to either publish changes via an existing branch, or wait for sstudent/ssawczyn to be created for me.
