NATIVE-2026-05: Add stoarge Use Case Functions

Description: The codemelted.rs contains the storage_xxx functions for storing key / value string data within the user's home directory. Add these functions to the codemelted command via the cli_storage().

Acceptance Criteria:

1. When the codemelted command contains the new --storage-XXX actions.
2. When the `cli_help() reflects how to utilize these new commands.
3. When the mdbook section 3 contains the new command examples and UML call sequence.
