Text box for Voting section when there are no projects to vote on

Add text box that appears when no proposals are listed to be voted on, as seen on: https://decide.madrid.es/vota

Replace “There are no open votings.” with: “Projects can be voted on after they receive enough support in the Proposals section.”

When a project receives enough support in the Proposals section it goes into a queue until all projects that qualify advance together each week, Thursday at 4:00pm those projects enter the voting phase.
