Create Issue Page

Current Behavior:

Issue page is where the users will:-

1. create a new issue
2. like or comment on the existing issue.
3. the profile of the user should be visible at the top of the page.

Anything else:

Take reference of the ui/ux design folder present in ui/ux branch
