Agent triage findings

Based on my investigation of the system logs and configuration, I have identified several factors that explain why mode transitions or custom blocks may appear to have no effect:

1. System Execution Mode

The most significant finding is that the system is currently configured to dry_run mode. In this mode, FluxION calculates optimal strategies and schedules but does not execute them or apply changes to the physical battery hardware.

2. Pending Proposals

There is an existing mode change request that has not been finalized. If you are attempting to transition modes, the change may be sitting in a pending state awaiting approval rather than being applied immediately.

3. Custom Block Configuration

The current UserControl configuration shows that no Fixed Slots (custom blocks) are currently active. If you attempted to apply a custom block and "nothing happened," it did not successfully register in the system's user control settings.
