Add Upload Report Endpoint

Is your feature request related to a problem? Please describe.
The client needs to be able to upload a report for future reference/storage.

Describe the solution you'd like
Create a backend REST endpoint to allow for uploading reports. It should work for PDFs, DOCX. Client should be able to provide a title as well that gets propogated to the frontend.

This may require database changes, or object upload in S3. TBD
