Upgrade temple to latest version #86

Due to failing builds we have pinned the templ framework in the pipeline to templ@v0.3.819
Describe the solution you'd like
We will need to update the version again and fix the downstream errors.
Describe alternatives you've considered
We could see if we can use a LTS version of templ
Additional context
Temple is a template framework for all the javascript and HTML pages in the GUI. Due to the need for it to be static we needed to pin the version to templ@v0.3.819
