Pass redirect URL to NavCog Sweep view

Instead of hardcoding the redirect URI (currently back to LuzDeploy bot in FB Messenger), this should be passed in as an argument. Therefore, when you use different versions of LuzDeploy, you are redirected back to the correct bot.
