[FEAT] Implement Canfar certificate lookup

When users deploy a config file that uses deployments on Canfar, workflow CLI should look into the ~/.ssl directory and check if the user has the proper canfar certificate on their machine.

If the certificate exists, send it in the request so workflow-pipelines can start a session under those credentials.
