Docker compose profiles for pulsar omission

Is your feature request related to a problem? Please describe.
There is no way to run TESP-API without pulsar container in a user friendly way. only way curently is to comment out pulsar_rest container.

Profiles will be included to all the containers, default all will be shared by all containers, api will be shared between tesp-api and tesp-db
