Upload electrification profiles to blob storage #611

Establish how we organize the new profiles so they can be used by powersimdata.
Describe your proposed implementation, if applicable
Given that the profiles are grid specific, they will live under raw/usa_tamu in blob storage and cached locally at the same location. Two (or three) possibilities I can think of so far
- using paths, e.g.
elec/building/res_cooking/mid_efficiency_v1.csv - using the filename, e.g.
elec_building_res_cooking_mid_efficiency_v1.csv - using a combination, e.g.
elec/building/res_cooking_mid_efficiency_v1.csv
Additional factors:
- whether the profiles are by state, or just one combined US profile (as in the example above)
- whether we include the weather year in the profile name
Please share any thoughts/preferences/considerations here. The first step is choosing a convention, after which we can upload the profiles once they are ready.
