Fully support Elements confidential addresses

Currently it is recommended to use unconfidential addresses for Simplicity transactions due to some software limitations (probably in `hal-simplicity` or libraries that it uses), but we would like to have full support for using confidential addresses everywhere an unconfidential address is supported.
