Apologies for the extreme delay in responding to this, but I wanted to leave a response before closing the issue so that others can find this answer. Scenic programs compile to a scenario which represents a distribution over scenes, and so are most comparable to OpenScenario DSL (though with significant core differences). A scene sampled from a scenario and simulated in conjunction with a simulator is most comparable to OpenScenarioXML. We have some preliminary work on support for exporting completed Scenic scenes to OpenScenarioXML (see #421).
