Attribute Value Set Not Allowing Adding an Attribute to Edit

When I click the plus sign to add a workflow attribute to edit, it refreshes the page and goes to the workflow type configuration page. Meaning I'm no longer in the edit page, I just see this (see screenshot).

Expected Behavior

Able to add a row / workflow attribute to edit

Actual Behavior

See above

Steps to Reproduce

• Go to any workflow type
• Click "Edit"
• Add the action "Attribute Values Set"
• Click the plus sign to add an attribute to edit
• See error
