Add deployment repository to the organization

I think that now it's kind of stable, a nice work could be to have a clean repository for deployment. We could have only one runner: `python deploy.py --backend {mujoco,real}`. We would define obs/act spec, then plug in adapters for MuJoCo and the real.

I can have a go at this next week, what's your opinion about this @KaydenKnapik?
