Increment the manifest for the latest Data API Builder version manifest

The manifest of versions (the link in the constant) being referenced has version 1.3.19 as the latest version however we're now at 1.5.* - please could you update this constant with the latest available manifest and perhaps collab with the dat aapi builder team to ensure they update it on a timely basis for you?
