[Bug]: 🚩⚠️ schema missing runtime.mcp.dml-tools.enabled?

Schema dml-tools object variant has no enabled sub-property — it only has individual tool names. This flag path doesn’t map to any schema property.

@souvikghosh04 I think the error is in the CLI, right? There is no `enabled`.
