[BUG] Operations are not restored that API is added by Microsoft Foundry

Describe the bug

• API Operations are not restored that API is added by Microsoft Foundry.
• Environment: Windows 11, PowerShell 7.5.4, publisher-win-x64, Azure API Management Developer SKU,

Expected behavior

All APIs with operations will be restored when publisher runs.

Actual behavior

Operations are not restored.

*Operations existed before deleting APIs.

Reproduction Steps

1. Add Azure OpenAI Service APIs by Mocrosoft Foundry API
   Azure Portal > API Management Service > API > ＋ Add API > Microsoft Foundry
   
2. Run extractor.exe
3. Delete Added Azure OpenAI Service APIs.
4. set API_MANAGEMENT_SERVICE_OUTPUT_FOLDER_PATH as extractor output the information.
5. Run publisher.exe

@Toxumuharu - thank you for raising this. We currently do not support Azure OpenAI services. For now, we'll update the ApiOps code to skip these APIs.
