Adds aaz models for the tenant-scoped Microsoft.Monitor SLI resource (CRUD on serviceGroups/{}/providers/microsoft.monitor/slis).
Notes:
- The 'sli-signal-preview' peer operation is intentionally excluded from this PR. It is not exposed via CLI now or in the future.
- The 'identity' subgroup is intentionally excluded; identity rotation is handled via 'az monitor sli update --set/--add/--remove' to keep the three identity references in the resource body consistent in a single PATCH.
