[CI] Improve release process speed

# Description

Purpose of this task is to optimize release process by making it faster.

This can be achieved by improving a few things:

- for release builds, use more powerful paid Github runners
- make the process more parallel by running tests in parallel with srtool build (final release should still be gated behind passing tests)
