Add summary chance of success to check/consider=<rank>

The check/consider command against a target rank gives a list of each outcome, but it should also display a one-line summary value of the overall chance of success, which would be defined as `100 - <marginal success minimum value>`. If it or other success values are not present, the chance is 0% and should display in red.
