Implement cuttlefish to use as camera trigger

This one is currently blocked by a refactor @Poofjunior is finishing for the https://github.com/AllenNeuralDynamics/harp.device.cuttlefish.

Once refactored, the new board should be a near drop-in replacement in the current workflow. The video output data format will not need to change. For now, we will look the task to only allow 2 simultaneous frame rates (ie.: 2 controllers). We can expand the pattern if needed later.

For a minimum viable product, can you work off of these limitations?

• pwm tasks must be setup in advance (before any software trigger)
• pwm tasks must be started/stopped as a group.

Beyond that, these features would still work

• pwm pins would have configurable:
  • number of pulses (or infinite)
  • distinct pwm frequencies and pulse widths per pwm pin
• sw command to start/stop all pwm outputs
