fix nuclei-less cells getting flagged as touching image border

annotated cells that don't have nuclei are getting flagged as having a nucleus that touches the border of the image

Haven't fixed this but don't think it makes a difference in our downstream analysis. These are cells that have napariCell_nuclei_Count=0, finalnuc_border=TRUE, and cell_border=TRUE. finalnuc_border should be FALSE or NA b/c cellprofiler is not picking up a nucleus (either b/c there really is no nucleus, big chunk of nucleus is outside of fov, or nucleus is unusual in appearance like in dying/dead cell) and cell_border may or may not be TRUE
