Bundle Preflight in ShellForge

Context

Preflight (AgentGuardHQ/preflight) is a universal design-before-you-build protocol. ShellForge bootstraps Goose agents and should include Preflight prompts automatically.

Proposal

When shellforge run goose or bootstrap-goose-driver.sh sets up a Goose agent:

• Copy the Preflight .goosehints file into the agent's working directory
• Include Preflight phase instructions in the Goose system prompt
• Ensure Goose agents on Ollama/qwen3 can follow the protocol (test with smaller models)

Why Now

Goose is the primary fallback driver. Without Preflight bundled in ShellForge bootstrap, Goose agents skip the think-before-build discipline that Claude Code agents get via skills.
