Unable to register on new Win 11 workstation

I've been able to install this on workstations in the past, but seem to be unable to do so on my current workstation. My steps:

1. I have run the release installer
2. Editing the UsdShellExtension.ini to point to recent USD binaries from Nvidia
3. Run the register.bat file.

I get to the "regsver32.exe..." line, which errors out seemingly unable to find Python 3.7. Which makes no sense to me as it is on PATH and found above.

Any ideas I can try? This is super handy when it works.
