test_tifs: Skip re-downloading and extracting if already done

In #44 we lost the ability in test_tifs.py to run the tests on already downloaded products locally and will always re-download and extract all products.

It'd be nice if we could run locally, preserving all files, and be able to re-run without having to re-download and extract products.
