The ISchedulerService API need to be upgraded

There is some problems in this API (including no documentation).

A clean-up of this API is required.

There is some enhancement to provide:

• extends the error diagnostic of the implementation.
• add method to simplify the management of scheduled operations.
• Ensure de security of the web-service to avoid remote code execution...
