1panel 面板 编辑器 打开文件后 关闭 下次打开其它文件 这些文件还在打开状态 能否关闭 跟预期不符 英文

This is addressed by the same fix as #12098:

PR: #12270

The fix ensures:

1. Closing tabs now properly persists to localStorage (tabs won't reopen next time)
2. The last remaining tab can be closed (previously required at least 2 tabs)
3. "Close All" option is available even with a single tab
